The Skills Service offers a unique package of training and support for employers in the Leeds City Region

Leeds City Region Revolving Investment Fund

The Leeds City Region Revolving Investment Fund (“Leeds City Region RIF”) provides short term loans of over £1m to support businesses to accelerate economic growth and job creation within the Leeds City Region.


Resource Efficiency Fund - Can offer free efficiency assessments, hands-on business support and up to 50% capital grant funding of up to £10,000 to help you save money and resources. Suitable for SME under 250 staff and a turnover of <£40m.

Leeds LEP/Kirklees

If you want to grow your business, we can help. We support local small and medium-sized business to find the funding and expertise they need to grow and expand, either from the LEP or our network of partners.


The ERDF AD:VENTURE programme provides dedicated funded support to eligible pre-start, young and new businesses in the Leeds City Region.

The programme offers intensive, bespoke guidance to small and medium sized businesses under 3 years old. Support available includes; expert mentoring, events and workshops, finance brokerage, grants, business incubator space, one to one consultancy projects and peer to peer learning.

Works Better is a new ‘into-work’ programme that provides employers and organisations with motivated, committed and loyal staff.

PAPI Leeds City Region

The PAPI (Product and Process Innovation) grant scheme is now open in the Leeds City Region. The project is here to help the regions small businesses develop innovative new products by providing grants for equipment and support to eligible businesses.

ThinCats SME Business Loans

Loans for growing and ambitious small and medium-sized businesses in all areas of the UK and operating in all sectors.

Broadband for Rural Communities

As part of the Government’s Rural Gigabit Connectivity programme business and residents in some of the hardest-to-reach places in the UK are eligible for additional funding towards the cost of installing gigabit-capable broadband to their premises when part of a group project.

Digital Enterprise 2.0

Digital Enterprise help small to medium sized businesses to grow. Digital technology is transforming the way in which small and medium sized businesses operate, helping them to gain a competitive edge and achieve long term success. At Digital Enterprise, we are committed to helping businesses achieve digital transformation by offering funding for their digital projects or to improve their digital/broadband connectivity.

HSCB Green Lending

A range of green finance initiatives are being provided to UK businesses of all sizes to strengthen their environmental sustainability.

FareShare Surplus with Purpose Fund

A fund for food businesses in the UK to offset the costs of sending good quality surplus food to good causes, helping the people who need it most.

CITB Grants

Our grants contribute to the cost of training and qualifying your workforce in construction-related subjects across the following three categories:

CITB Funds

CITB provide funding for specific projects relating to careers, innovation and training. If you can provide us with a plan for your training needs, or you have an idea for a project to improve performance for your employees or the industry as a whole

Creative Growth Finance Debt Fund

The Creative Growth Finance Debt Fund, in partnership with Triodos Bank UK is a £24million fund to provide vital scale up finance to the UK’s most promising creative businesses. The fund will target post revenue, IP rich SMEs, that have reached a point of scale that requires supporting finance.

Growing Great Places

Growing Great Places is a community crowdfunding programme, managed by the Democracy Service at Kirklees Council. It’s all about backing ideas that matter to local people and making our local places even better. We started the programme because we think that everyone should have a stake in the places where we live, work or visit.

Enterprise Coordinator (Kirklees Area) for West Yorkshire Combined Authority / Leeds City Region Ent

To support businesses in developing their future workforce through engaging with school and college Careers education provisions.

Universal Service Obligation

Every home and business in the UK has the legal right to request a decent, affordable broadband connection. If you can’t get a download speed of 10 Mbit/s and an upload speed of 1 Mbit/s, you can request an upgraded connection.

Manufacturing Recovery Plan

Developed by the Leeds City Region LEP and Local Supply Chain Programme, the Manufacturing Recovery Plan will support local manufacturing SMEs to recover and build long-term resilience with a three stage approach; stabilise, recover, growth.

LEP Grants

We provide grants of between £10,000 and £250,000 to small and medium sized businesses who are based in the Leeds City Region, or planning to invest here.

LEP Loans

We offer loans of between £500,000 and £1 million for businesses based or investing in the Leeds City Region, to support capital projects, focusing particularly on infrastructure.

Business Enterprise Fund

Tailored loans for businesses that are unable to access reasonable finance elsewhere.

Funding Circle

The UK Government is lending £60m to businesses through Funding Circle, alongside thousands of people and other investors.

Prince's Trust

We work with 18 to 30-year-olds to turn big ideas into a business reality through our Enterprise programme. From training and mentoring support to funding and resources, we're with you every step of the way.

Start Up Loans

Start up loans are available up to £25,000, over 1-5 years at a fixed 6% interest p.a.

Ragdoll Foundation

Open Grants – supporting organisations working with children and young people using the arts and creative media. The Ragdoll Foundation Open Grant scheme supports non-profit organisations working with children and young people using the arts and creative media. Grants of up to £50k are available but the majority of grants awarded are likely to be in the region of £5k to £30k and cover between 25% and 80% of total costs.

Arts Council England Funding

The Arts Council invest money from government and the National Lottery in arts and culture across England.

Santander Fund

Santander work in partnership with the University of Huddersfield to offer funding of up to £1500 for SMEs looking to expand their workforce with graduate talent.

Small Employer Offer

We want to help small, local employers to employ disabled people and people with health conditions. If you're a business with 25 or fewer employees, we can give you extra support through Jobcentre Plus.

Manufacturing Growth Programme

Helping You to make Improvements by Identifying, Understanding and Removing Barriers to Growth. Our expert Growth Managers will work with you to establish practical steps to achieve business growth.

Northern Powerhouse Investment Fund

The Northern Powerhouse Investment Fund, supported by the European Regional Development Fund, provides commercially focussed finance through Microfinance, Debt and Equity Finance funds.

Access Innovation

Access Innovation is a new package of support available for businesses to develop new products and processes. We can help you to access the specialist expertise needed by teaming up with the relevant research organisation.


Free expert advice, tailored support and grants of up to £5,000 are available to help West Yorkshire employers support more staff cycling to work, which will play a vital role in meeting the transport challenge created by the COVID-19 pandemic.

On average, businesses which sign up to the scheme see a 20% increase in the number of employees travelling to work by bike.

Our Bike Friendly Businesses have said their carbon footprint, car parking issues and productivity have all improved as a result.
